Church Leaders – General Duties

Mission Statement:  Bethany Evangelical Lutheran Church exists so that its members empowered by the love of Christ, may grow together spiritually under the guidance of God’s pure word so that they may share the Gospel message with the world as the Lord gives opportunity.
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
Responsibilities:
  1. Shall work with pastor and the church council to ensure that all new and current members are properly assimilated into our family of faith.
  2. Shall continually evaluate the congregation’s spiritual well-being and the need of special programs.
  3. Shall control the corporate property of the congregation according to the direction given by the congregation.
  4. Shall set, carry out, review, and measure annual goals, annual budget and objectives.
  5. Shall be responsible for long-range planning.
  6. Shall act on all requests, reports, and recommendations of the various boards and committees.
  7. Shall provide monthly and quarterly meeting minutes for area of responsibility to the president in a timely fashion.
  8. Shall implement resolutions of the congregation and carry out such assignments as directed by the congregation.
  9. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
   
President
 
Length of Term:  One Year
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
A good communicator and a coach, encouraging and helping others to utilize their gifts, passions, and interests in carrying out our church’s mission.
 
Responsibilities:
  1. Shall preside at all congregational, council, and committee meetings.
  2. May call special meetings of the congregation or council.
  3. Shall insure that the constitution and all By-laws are followed.
  4. Shall set up agendas for council, congregation, and committee meetings.
  5. Shall keep the congregation and council meetings running smoothly, speedily, and efficiently.
  6. Shall decide in the event of a long discussion, whether the issue should be referred for further study.
  7. Shall be an ex-officio member of all boards and committees.
  8. Shall attend as many board and committee meetings as possible.
  9. Shall insure that every person who is elected or appointed to any office, is notified, receives a job description, understands it, and signs the appropriate form.  In addition, if training is required, that this is completed.
  10. Shall see to it that each council member is performing his duty, according to good order and Christian principles.
  11. Shall try to make sure that each committee and board is functioning properly.
  12. Shall countersign all calls, deeds, mortgages, notes, leases, and/or legal documents executed by the congregation.
  13. Shall be responsible for compiling and presenting the annual budget to the voters.
  14. Shall during a vacancy or in the absence of the pastor serve as liaison between the congregation, vacancy pastor, circuit pastor, and district president.
  15. Shall make appointments for delegates to certain events and meetings.
  16. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
 
Recording Secretary
 
Length of Term:  One Year
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
A person who has the gift for listening and being able to capsulate discussion into writing.
 
Responsibilities:
  1. Shall record the minutes of all meetings of the congregation and council.
  2. Shall be responsible for maintaining the legal records of the congregation.
  3. Shall countersign all calls, deeds, mortgages, notes, leases, and/or legal documents executed by the congregation.
  4. Shall write a summary of business conducted at voter’s meetings and to give this to our church secretary for distribution to the congregation.
  5. Shall carry out correspondence on behalf of the council and the congregation as directed by those bodies.
  6. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
  
Board of Elders
 
Length of Term:  Three Years
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
Responsibilities:
  1. Shall be responsible for assisting pastor in caring for the spiritual welfare of the congregation, insuring that the Word of God is taught in its truth and purity.
  2. Shall meet regularly with pastor for Bible study, instruction, guidance and for discussion of problem cases within the congregation’s membership.
  3. Shall be responsible for contacting, visiting and counseling those members who are delinquent in attending worship services and partaking of the Lord’s Supper.
  4. Shall show their love and concern in addressing  the needs of all members, especially for those who seem weak in faith, who are troubled and in need of comfort, or who are poor and needy.
  5. Shall make themselves available to called workers, to aid them personally and to support them in their personal lives and ministries.
  6. Shall be concerned for the Christian character of all congregational organizations and activities.
  7. Shall insure that worship services are conducted in accordance with the Word of God.
  8. Shall be responsible for insuring that the pastor has adequate administrative support.
  9. Shall be responsible for planning and monitoring a Council-assigned segment of the annual budget.
  10. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
Board of Trustees
 
Length of Term:  Three Years
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
A person who has the gift of understanding the need of property maintenance and management.
 
Responsibilities:
  1. Shall inventory all church property items and account for same.
  2. Shall be responsible for the upkeep, neatness and repair of all church property.
  3. Shall meet regularly and keep the church council advised on the status of all church owned property.
  4. Shall be responsible for initiating and establishing any safety measures necessary to the well-being of both congregation members and the public.
  5. Shall determine policies that govern the use of church property and equipment.
  6. Shall engage the services of a custodian and establish a check-list of duties for this person.
  7. Shall be responsible for planning and monitoring a Council-assigned segment of the annual budget.
  8. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
 Board of Education
 
Length of Term:  Three Years
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
Responsibilities:
  1. Shall keep the educational ministry’s focus on the congregation’s mission, philosophy, and objectives.
  2. Shall develop policies to guide the workers and volunteers in the daily operation of the school and youth ministries.
  3.  Shall prepare and present to the congregation both long and short term goals for the school and youth ministries.
  4. Shall plan a yearly schedule of educational events.
  5. Shall communicate the work of the congregation with the district, and synodical offices of the synod.
  6. Shall take the lead in staffing positions of the principal, director, teachers, staff, and volunteers in order to provide programs that exceed state requirements and fulfill the church’s mission and objectives.
  7. Shall prepare and annually review job descriptions for all the staff and volunteers.
  8. Shall conduct annual evaluations of the principal and director.
  9. Shall be responsible for the financial management of the school and youth educational activities.
  10. Shall oversee material needs including facility, equipment, and supplies.
  11. Shall, as this board carries out these duties, work through the Council to present to the voters the matter of calling teachers and of budgeting of the church’ ministries, pre-school, and elementary school.
  12. Shall be responsible for planning and monitoring a Council-assigned segment of the annual budget.
  13. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
  
Board of Stewardship/Fellowship
 
Length of Term: Three years
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
Responsibilities:
  1. Shall work with the pastor to educate and encourage members to practice God-pleasing whole-life stewardship.
  2. Shall encourage the proper use of time, talents, and treasures by each member of the congregation.
  3. Shall encourage members to discover their God-given spiritual talents through educational seminars.
  4. Shall be responsible for teaching planned percentage giving through an annual Stewardship Program.
  5. Shall keep the WELS budget needs before the congregation.
  6. Shall work with the various boards and committees to promote fellowship opportunities among our members.
  7. Shall be responsible for planning and monitoring a Council-assigned segment of the annual budget.
  8. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
 
Treasurer
 
Length of Term:  One Year
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
A person who has the gift for taking care of financial matters.
 
Responsibilities:
  1. Shall verify weekly with the bank the amount of monies deposited by the financial secretary and distribute them to the appropriate congregational accounts.
  2. Shall provide timely payments for all salaries, expenses, and bills properly presented to him.
  3. Shall keep a ledger of all receipts and expenditures for purposes of audit, assuring that a backup system is in place to prevent a catastrophic loss of information.
  4. Shall submit financial records to Council upon their request for review and audit in a timely manner at any time, including for an annual audit and/or upon a change in office of either this position or that of the Financial Secretary.
  5. Shall prepare a monthly report for the church council of all congregational receipts and expenditures.
  6. Shall serve as a member of and reporter for the Budget Planning Committee.
  7. Shall serve as a custodian of any safe deposit box and keep a record of the contents.
  8. Shall monthly reconcile all bank statements with the Financial Secretary.
  9. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
 
Financial Secretary
 
Length of Term:  One Year
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
A person who has the gift for taking care of financial matters.
 
Responsibilities
  1. Shall arrange and schedule at least two or possibly three counters to count the offerings each Sunday.  If there are only two counters, they cannot be related. 
  2. Shall post the offering envelope amount to the individual financial statement, assuring that a backup system is in place to prevent a catastrophic loss of information.
  3. Shall at the end of each quarter, make a and give to each member an individual financial statement showing what he/she has given for that quarter with an accumulated total for the year.
  4. Shall be responsible for maintaining control of the envelope numbers and issuing offering envelopes to new members.
  5. Shall provide, for any memorials received, an acknowledgement to the contributor and to the family of the deceased in connection with the pastor and church secretary.
  6. Shall, at every Council meeting, submit a detailed report showing all special offerings received during the previous month.  These figures shall balance with the Treasurer’s report.
  7. Shall, at every quarterly voter’s meeting, submit a summary of all monies received, including special offerings during the previous quarter.
  8. Shall oversee the safe storage of the records of the members’ offerings for the last seven years.
  9. Shall submit financial records to Council upon their request for review and audit in a timely manner at any time, including for an annual audit and/or upon a change in office of either this position or that of the Treasurer.
  10. Shall monthly reconcile all bank statements with the Treasurer.
  11. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
  
Evangelism Committee
 
Length of Term:  One Year
 
Qualifications:  A member who believes in the Mission Statement of Bethany, is in good standing, and regularly attends worship service, the Lord’s Supper and Bible study.
 
A person who has the desire to encourage and help others to utilize their gifts, passions, and interests in carrying out the church’s ministry.
 
A person who has the gift for organizing members to serve in a variety of capacities that support the evangelism efforts of the church.
 
 
 
Responsibilities:
  1. Shall establish and maintain a program for encouraging, enlisting, and training members for outreach opportunities.
  2. Shall develop a communication system that informs the community of opportunities and programs available at Bethany and that informs members of opportunities for them to serve in the community.
  3. Shall assist and support the synod’s world-wide ministries.
  4. Shall develop and maintain a system for extending an appreciation to visitors for their attendance at worship and to forward the names of prospective members to the pastor.
  5. Shall work with the pastor and church council in making sure that all our new members are properly assimilated into the family of faith.  Assimilation consists of assessing member’s talents and treasures and using them in the furtherance of God’s kingdom.
  6.  Shall oversee and maintain a system that will appropriately welcome and accommodate the needs of all who attend worship services.
  7. Shall work together with all boards and committees to carry out the mission of the church.
  8. Shall be responsible for planning and monitoring a Council-assigned segment of the annual budget.
  9. Finally, shall keep aware of all the policies of the church and how they may relate specifically to areas and position of responsibility.
